Nov 09 - 24 hour clock--how to say times in Spanish--the tricky cases

There are lots of resources on the internet on how to say times on the 24 hour clock in Spanish but they all politely avoid these tricky cases below. So how do you say, in Spanish:

00:00

and

00:30

I know these are awkward times but they are also favourite times for long distance flights so it's good to know them. I also know that some military forces do not use the colons but airport clocks have them, and I left them in.

Even in English this is not all settled and it varies depending on which field you are in. BBC calls 00:30 "'midnight thirty"; in aviation we just say zero - zero - three - zero.
