Aug 11 - "Estar como una cabra" usage

I recently learned of the phrase "estar como una cabra" which, to my understanding is meaning to be crazy. But as with seemingly everything I've ever learned...I have questions. Is this used commonly? Like, if I was conversing with someone and said "estás como una cabra." Would it make sense to them? Or even if it would make sense, would it be odd, because it is a regionally used saying?
